The Bureau of Internal Revenue (BIR) in the Philippines has introduced a digital version of the Taxpayer Identification Number (TIN) ID, accessible through the government’s unified mobile platform, the eGovPH Mobile App. The initiative, issued under Revenue Memorandum Circular (RMC) No. 34-2026 dated 21 April 2026, forms part of the Philippine government’s broader digital transformation agenda aimed at improving access to public services and strengthening digital identity infrastructure.

Introduction of the Digital TIN ID 

Effective 24 April 2026, individual taxpayers may access their Digital TIN ID through the eGovPH Mobile App, developed under the oversight of the Department of Information and Communications Technology (DICT) Philippines. 

The Digital TIN ID complements the existing digital issuance system operated by the BIR through its Online Registration and Update System (ORUS) and provides an additional channel for taxpayers to access their identification credentials in digital format. 

Validity and Recognition 

The BIR has confirmed that both formats of the Digital TIN ID are recognised as valid government-issued identification, subject to applicable authentication and verification requirements: 

  • Digital TIN ID issued through the BIR Online Registration and Update System (ORUS)
  • Digital TIN ID accessed via the eGovPH Mobile App

Each format remains valid for identification purposes, with verification mechanisms depending on the issuance platform. 

Verification and Authentication 

The Circular outlines distinct verification approaches depending on the source of the Digital TIN ID: 

  • Digital TIN IDs issued via ORUS are validated through QR code-based verification
  • Digital TIN IDs accessed via the eGovPH Mobile App are verified through presentation within the active application environment

These measures are intended to support secure and standardised identity validation across digital channels.

The introduction of the Digital TIN ID through a government-managed mobile platform may support more efficient identity verification processes for employers operating in the Philippines.

  • Reviewing onboarding and payroll procedures to accommodate digital identification where applicable
